Andrew Biar


Andrew founded Strategic Public Affairs® in 2000. Drawing on more than a quarter of a century of experience in government, communications/media, business and politics, he and the firm provide lobbying, government relations and communication/media counsel to businesses in key sectors of the economy including oil & gas, midstream, utilities, healthcare, automotive, home building, finance and more. This includes providing project management as well as strategic counsel and consulting work on government relations and communications issues to Fortune 500 companies, small businesses, private corporations and trade associations.

Prior to forming the firm, Andrew worked at one of the leading statewide business trade associations in Texas, a public affairs/PR firm, for elected officials at the county level as well as the Texas State House and Senate and the Office of Texas Lt. Governor. He is responsible for overseeing the continued advancement of the firm, ensuring professional growth opportunities for the firm’s team members, and managing key client relationships.

Andrew is an alumnus of the state’s premier leadership group, the Texas Lyceum. He is a passionate hunter and outdoorsman. He enjoys hunting birds, deer and many other forms of game. He is also passionate about racing. Andrew is a licensed, professional NASCAR pit crew member in the sanctioning body’s three top series: Monster Energy Cup, Xfinity and Camping World Truck Series.

Andrew earned his B.A. in Communications from Concordia University, Austin, Texas.
